The technical group of arms control of the transitional government of the president-elect, Luiz Inácio Lula da Silva (PT), is considering relieving the Army from the responsibility to evaluate and authorize requests to legally carry guns. The job would be transferred to the Federal Police. The change is debated and evaluated along with a series of proposals for the sector.
Improve the Approval Process
Technicians believe the change would make the approval process more credible and strengthen oversight of shooters.
Risks for Public Security
Today, they see risks to public security for the following reasons: The Army stated that it does not know how many guns are in the hands of civilians in each Brazilian city.
In addition, the Armed Forces system did not detect fraud in the control of ammunition considered “outlandish” by the Civil Police of Maranhão in a diversion of 60 tons of projectiles; another historical problem is the lack of integration and difficulty of access between the systems of the PF, Sinarm, and the Army, Sigma – the Justice and Security group is also debating ways to correct this.
A New System to Help Ensure Control
Another debated suggestion is to create a system with data on the manufacture and sale of weapons. Currently, two systems belong to the arms and ammunition industries. The two applications would be replaced by another, which would be used by the Federal Police and by the civil police of the states.
