Our analysis:
Santos is a city with a strong presence of Primeiro Comando da Capital (PCC) criminal organization. The city’s population is not so expressive, but it has a relatively high financial power, which creates a local market for drugs. However, the main reason for the presence of PCC in the area is not the local market, Santos has the largest port in Latin America, and it is where important international drug exports take place in the country. Normally the drugs enter Brazil through Mato Grosso do Sul, on the border with Paraguay, and from there they are taken to São Paulo and Santos.
