While the state does not set a goal to reduce police lethality, one of the many clashes fought in the Claim of Non-Compliance with Fundamental Precept (ADPF) 635, which is being processed by the Federal Supreme Court (STF) since the end of 2019, ten children died in Rio victims of gun violence this year alone—three of them in police operations. The State Plan for Reducing Lethality Due to Police Intervention determines, for example, the continued training of civil and military police and that the start of planned operations must avoid, mainly, the times of entry and exit of students. In addition, it leaves the setting of targets for violence indicators to a Monitoring and Management Commission.

11/08/2023 – A man was shot in a convent on Estrada do Capenha, in Pechincha, West Zone. According to police information, men in a car drove by shooting and hit the victim, who is a caretaker at the convent. Nobody else got hurt. The police are investigating the crime.
12/08/2023 – Civil Police found the body of a 26-year-old teacher who was kidnapped and burned in the Cavalo de Aço community, in Senador Camará, West Zone. The police concluded that the victim’s ex-partner was involved in the crime. She was later arrested. According to the police, the victim was attracted to the community by his ex-girlfriend, where she had her banking account emptied. Her family even paid a ransom demand.
12/08/2023 – A girl and a teenager were shot dead on Ilha do Governador, North Zone. Residents blame military police for the two deaths. The Military Police, on the other hand, claim that the young man shot at the officers and says they do not know how the girl died. The episode began with an attempt to approach two men on a motorcycle leaving a funk party in Morro do Dendê. After the shooting death of one of the occupants, there was a protest – during which the child, who was not in the act, was shot.
12/08/2023 – Military police (PM) arrested a criminal and seized a weapon, ammunition and ten vehicles that would from Manguariba’s militia, in Santa Cruz, West Zone. Known as Billy, he was investigated for crimes such as conspiracy and kidnapping. Officers went to Rua Maria de Lourdes, where they came across militiamen who, according to the PM, shot the police with firearms. There was confrontation. In addition, bulletproof vests, uniforms, various tactical materials, and a cell phone were seized.
13/08/2023 – A group of tourists was robbed at the beginning of the Costão do Pão de Açúcar trail, in Urca, South Zone. The victims were surrendered, at different times, by two men armed with a machete and, after having their belongings taken away, tied. The criminals fled.
14/08/2023 – The owner of a bar in Pechincha, in Jacarepaguá, West Zone, was executed inside his own bar. Around 7:30, armed men got out of a pickup truck and ordered customers “not to get involved”. Criminals went straight to where Bira was and fired. On the run, they still took the merchant’s car.
15/08/2023 – Civil Police carried out an operation to repress crimes of document falsification and scam involving real estate. The gang targeted is specialized in making fake documents and using fraud to dispose of real estate without the real owners knowing about the business. In one of them, a piece of land in Recreio dos Bandeirantes, West Zone, had fraudulent documents and was being sold for R$ 3.5 million.
15/08/2023 – A man was shot on Estrada do Bananal, in Jacarepaguá, West Zone. He was inside his car when he was surrendered by two men on a motorcycle. Police officers from the Jacarepaguá Battalion were called in to check the incident.
16/08/2023 – A man was arrested for sexual harassment against a 28-year-old girl inside a bus in the Grota Funda Tunnel, in Guaratiba, West Zone. According to the victim’s father, a passenger who saw the harassment pushed the attacker through the door with the collective in motion.
16/08/2023 – The Taquara neighborhood, West Zone, saw intense shootings again – in yet another chapter of disputes over territory between criminals. A shitzu puppy was hit by a stray bullet. He was on the porch of his house, on Estrada do Rio Grande, when a projectile landed on his right hind leg.
17/08/2023 – Two ampoules with samples of enriched uranium disappeared at the Nuclear Industries of Brazil (INB) unit in Resende (RJ). According to INB, the absence of tubes was detected after the internal transfer between storage areas at the Nuclear Fuel Factory (FCN). The containers are eight centimeters long and contain a small amount (eight grams) of the material, in the physical gaseous state, in one of the processes before turning into a pellet to be used in the production of fuel in nuclear power plants.
17/08/2023 – Police officers arrested a 59-year-old employee of Comlurb – urban garbage collector – for keeping guns and ammunition in his home, in Copacabana, South Zone, without permission. The material was found during the execution of a search and seizure warrant issued by the Court. According to information from the Civil Police, eight weapons were found.
18/08/2023 – Three men were arrested by military police in Barra da Tijuca, West Zone, after shooting two airsoft rifles and a paintball gun at employees of a company. One of them had to receive medical attention. With the individuals arrested, two airsoft rifles, a paintball gun and two airsoft rifle magazines were seized.
