Rio’s Public Security Secretary, Victor César Carvalho dos Santos, said on Tuesday (12/12) that Rio de Janeiro state has a deficit of 25,000 civil and military police officers. The Federal Police delegate participated in an extraordinary meeting of the Security Commission of the Legislative Assembly of Rio (Alerj) and said that the solution for the area involves adapting the positioning of personnel.

Culture Change
Victor Santos reinforced that his goal is to transform culture among corporations. He explains that historically the Civil and Military police have a more personal relationship than an institutional one and this is not good for governance.
The secretary said that action planning also needs to be improved, including the proximity of troops to the population. When calculating the shortage of agents, he says it is essential to strengthen policing to prevent crime. Prevention, he explains, causes a cascade effect, and reduces the volume of cases that will have to be investigated.
Internal Affairs to Avoid Injustice
One of his promises upon being appointed was to create a Unified Internal Affairs Unit among the police. He detailed that he plans to invite a retired magistrate to join the group.
Recreation
Despite having been recreated two weeks ago, Rio’s Public Security secretariat still does not have a defined structure. Governor Cláudio Castro only sent on Tuesday (12/12) the message to the Legislative Assembly of Rio asking for the secretariat to be recreated. Only after approval in the plenary will positions be created and employees appointed.
New Battalions
Governor Cláudio Castro stated on Monday (11/12) that he is studying the creation of new battalions in São Gonçalo, Nova Iguaçu and the North Zone of Rio. The idea is to reduce the area in which some operate.
