The Ministry of Justice decided to extend the presence of the National Force in the State of Rio de Janeiro until January 31, 2024. The operation will be commanded by the Federal Highway Police (PRF) and will focus on overt patrolling on federal highways in Rio. The work involves the mobilization of 300 agents and 80 vehicles.
The operation had been carried out since October. The governor of Rio de Janeiro, Claudio Castro (PL), requested continuity, which was met by the Minister of Justice, Flávio Dino.

Locations of Operation
The idea is for police officers to operate mainly on the Presidente Dutra (BR-116), Rio-Magé (BR-116), Arco Metropolitano (BR-493) and Washington Luiz (BR-040) highways. But inspection points may vary depending on demand.
With the measure, the federal government aims to complement the inspection that has been carried out at Rio’s airports and ports with the integrated work of the Air Force, Navy and Federal Police. The military’s actions were authorized through a GLO (Guarantee of Law and Order) decree signed by President Luiz Inácio Lula da Silva, which is in force until May 3, 2024.
Until then, the presence of the National Force can also be extended again.
GLO
The GLO (Guarantee of Law and Order) is a military action that brings together the Armed Forces following an order from the President of the Republic. These operations temporarily grant the military the ability to act with police powers. They occur in situations where traditional public security forces are exhausted, in serious situations of disturbance of order. In these actions, the Armed Forces act episodically, in a restricted area and for a limited time.
Where Has GLO Worked?
In operations in Rio de Janeiro itself, in Rio Grande do Norte and Espírito Santo to guarantee public safety on the streets. He also worked at the United Nations Conference for Sustainable Development in Rio de Janeiro (Rio + 20), in 2012; at the Confederations Cup and Pope Francis’ visit to Aparecida (SP) and Rio de Janeiro during World Youth Day, in 2013; at the 2014 World Cup; and at the Rio 2016 Olympic Games.
Situation in Rio de Janeiro
In the last month, the State of Rio de Janeiro has experienced moments of public security crisis. On October 23, an attack orchestrated by militiamen left a trail of destruction in Rio, with at least 35 buses, four trucks and a train carriage set on fire. The offensive took place in retaliation for the death of a paramilitary in a confrontation with the PM and damaged public transport in seven neighborhoods in Rio — Paciência, Cosmos, Santa Cruz, Inhoaíba, Campo Grande, Guaratiba and Recreio dos Bandeirantes.
A few days earlier, on October 5, three doctors were murdered in a kiosk in Barra da Tijuca — an upscale area in the West Zone of Rio. The Civil Police suspect that one of the victims was mistaken for a militiaman who was sworn to death by a faction criminal.
