Fifty days after President Luiz Inácio Lula da Silva (PT) signed the Law-and-Order Operation (GLO) decree in ports and airports in Rio and São Paulo, the Ministry of Justice and Public Security released the first results of the operations, started on 6 November, and resulted in the seizure of 56 tons of drugs, the arrest of 432 people and the seizure of R$48 million in illicit assets.

Long-term challenge
During the 2018 federal intervention, Rio de Janeiro received investments of R$1 billion that had no long-term effect. Even with all this investment, this year the police discovered during an operation that the drug traffickers had a training center in Complexo da Maré, North Zone.
Announcement of results
In Brasília, the announcement of the balance sheet was attended by the Minister of Justice, Flávio Dino, and the directors of the Federal Police, Andrei Rodrigues, and the Federal Highway Police, Fernando Oliveira. Faced with the security crisis in Rio, the GLO authorized troops to operate at Galeão (RJ) and Guarulhos (SP) airports. And also, in the ports of Rio de Janeiro, Itaguaí (RJ) and Santos (SP). The objective was to combat criminal factions.
Scheduled to last until May 2024, the measure was announced by Lula at an event at Palácio do Planalto, on 1 November. The president presented the decree as an important reinforcement to help Brazil get rid of organized crime, drug trafficking and arms trafficking.
Working method
To run the operations, the president set up an integrated monitoring committee, coordinated by the Ministries of Justice and Defense. It was up to the two ministries to present a plan to modernize the operations of the Federal Police, Federal Highway Police, Criminal Police, Army, Air Force and Navy with a view to improving operations at ports, airports, and borders. To date, however, no such detailed plan has been presented.

Analysis:
Despite the government’s efforts to present numbers that justify the mobilization of 3,700 Armed Forces personnel, experts view the operation with caution and mention the risk of the absence of a legacy. This is because results, in the medium and long term, will depend on complementary measures. It is necessary to think about how to transform an operation in a time of crisis into a permanent public policy. The best long-term solution would be investment in security forces and the Federal Revenue Service.
