A member of the criminal faction PCC (First Capital Command) managed to obtain a CAC (hunter, shooter and collector) registration certificate in the Brazilian Army, even though his criminal record indicated 16 crimes, including 5 indictments for crimes such as aggravated homicide and drug trafficking. Indeed, he was not asked to provide his criminal record. The registration was obtained in June 2021.
During the current Federal Government, access to weapons and ammunitions in the country was made easier through new ordinances and decrees. Some published regulations bring more privileges (such as buy up to 30 rifles, the ability to bear arms and operate homemade ammunition factories at home) and especially intended to benefit the category of CACs.
Weaknesses in controlling the documents and in granting the authorization to bear a gun had already been pointed out in 2016 by the Federal Audit Court in a report. The lack of control has provided another way for the organized crime to obtain weapons.
