Recent developments reinforce the idea that members of the last government and of the security forces articulated against the newly elected Lula’s government. In the past week the hacker Walter Delgatti stated at the Joint Parliamentary Commission of Inquiry (CPMI) of the Coup Acts that Bolsonaro’s marketer in the 2022 electoral campaign asked for a fake “source code” to point out weaknesses in the ballot boxes. In addition, the Republic Attorney General’s Office (PGR) ordered the arrest of the leadership of the Federal District Military Police for not acting to prevent the attacks on the Three Powers Plaza, on 8 January.

The Hacker
Delgatti became known for the “Vaza Jato” case, which occurred in 2019, when he leaked messages attributed to the then Justice Minister and current Senator Sergio Moro. The hacker returned to the headlines in 2023, after becoming the suspect number one of invading the Brazilian justice systems and issuing a fake arrest warrant against Supreme Court Minister (STF) Alexandre de Moraes.
Recently, the hacker made a series of statements in depositions to the Federal Police (PF) and the Joint Parliamentary Commission of Inquiry (CPMI) of the Coup Acts. In June, he said that the request to invade the justice system came from federal deputy Carla Zambelli (PL). On Wednesday (16), Delgatti gave a new statement to the PF, where he claimed to have received R$ 40,000 from the federal deputy to invade the Judiciary systems.
On Thursday (17), the hacker was heard by the CPMI of the Coup Acts, in the National Congress. In this occasion, he said that was requested to prepare a fake source code to show that the electronic ballot boxes are prone to frauds. In his testimony, Delgatti said that former president Jair Bolsonaro (PL) promised a pardon if he was arrested for action against electronic voting machines. He also said that he guided officials of the Ministry of Defense in preparing a report on ballot boxes security.
Military Police and the 8 January Attacks
On Friday (18), the leadership of the Military Police of the Federal District was the target of a Federal Police operation. According to the Republic Attorney General’s Office (PGR), the police command was fully aware of the magnitude and seriousness of the acts that were being planned for the 8 January and it intentionally did not act to prevent the attack that vandalized the Three Powers Plaza and had as main goal to stimulate the Armed Forces to carry out a coup d’état. For the PGR, police leadership believed in a popular insurgency to keep Bolsonaro in power.
The Supreme Court (STF) authorized the arrest of the current general commander of the Military Police, Colonel Klepter Rosa Gonçalves, the former commander Colonel Fábio Augusto Vieira, and five other officers who commanded the corporation during the coup acts.
According to the PGR, prosecutors have indications that the police infiltrated intelligence agents among the demonstrators to obtain information. The PGR claims that the corporation’s leadership failed to act to prevent vandalism against the headquarters of the three powers of the Republic due to the ideological alignment with the coup demonstrators.
Our Analysis:
The series of recent happenings and facts uncovered by Federal Police investigations reinforce the thesis that there were articulations promoted to carry out a coup d’état against the current government. It also sustains the idea that much of the security forces is aligned with former President Bolsonaro’s ideals and has been politically influenced, sometimes, up to the point of committing crimes against democracy. Investigations still have to be concluded, and the accusations and thesis confirmed. If after a process such as this, which tends to drag itself for a long period, authorities are able to confirm everything, military and civil punishments could send a message to the troops.
